The Trade Agreements Act of 1979, codified at 19 U.S.C. sections 2501 through 2582 and implemented through FAR Subpart 25.4, controls which products federal agencies are allowed to buy above a set dollar threshold. For a rugged laptop to qualify, one of two things has to be true. Either the device was manufactured in the United States, or it underwent substantial transformation in a country the U.S. Trade Representative has designated as eligible.
